A shared scientific ambition
The International Cotton Research Centre (ICRC), Pakistan is envisioned as an international centre of excellence dedicated to cotton research, innovation, technology development, knowledge exchange and capacity building.
The Centre aims to bring scientists, breeders, farmers, policymakers, industry and development partners together to address challenges confronting the cotton sector.

To develop, validate and disseminate viable, practical and sustainable cotton production technologies that meet the evolving needs of farmers, the cotton industry and cotton-producing countries.
Why cotton. Why now.
Cotton supports agriculture, employment, textiles, trade and rural livelihoods. The concept identifies declining productivity, rising production costs, climate stress, water scarcity, pests, soil health and fibre quality as priorities for international scientific cooperation.
The journey so far
According to the concept document, an earlier initiative in Multan was pursued with the Islamic Development Bank during 2006–2010. Physical infrastructure was developed, although the initiative did not become operational. A further initiative was pursued through the Ministry of National Food Security & Research during 2017–2018.
The renewed proposal seeks to turn this long-standing concept into an international research institution focused on the future of cotton.
Pakistan as host country
Pakistan’s history of cotton cultivation, agricultural research infrastructure, textile industry and connections with cotton-producing economies provide the context for the proposed Centre.

Proposed governance
The concept envisages a Board or Governing Council, a Director General or Chief Executive, and an international Scientific Advisory Council. Research programmes would be supported by knowledge and capacity development, partnerships and resource mobilisation, and administration, finance and operations.

Institutional development roadmap
- Phase I — Establishment: institutional framework, governance, resource mobilisation, infrastructure, core staff and partnerships.
- Phase II — Research and capacity building: laboratories, research farms, breeding programmes, training and collaborative projects.
- Phase III — International expansion: regional networks, research programmes, grants, commercialisation and knowledge exchange.
- Phase IV — Centre of excellence: long-term recognition in cotton science, innovation and technology transfer.
Funding and resource mobilisation
The concept estimates establishment costs of approximately PKR 4 billion and annual operating costs of approximately PKR 600 million. These are planning estimates, not confirmed funding commitments. The proposed model combines public support, research grants, development cooperation and private-sector partnerships.
